III. Transfer Policy
H. Communication and Data Exchange
Institutions shall establish routine communication mechanisms (e.g., liaison officers, administrative committees made up of counterpart representatives from each institution, counterpart faculty projects) for addressing issues or problems associated with student transfer. For example, joint committees can address advising problems, course content mismatch, a consistent pattern of poor student performance in subsequent courses in a sequence, etc.
The Ohio Board of Regents working in close cooperation with the Articulation and Transfer Advisory Council will develop an assessment system to measure articulation and transfer policy effectiveness and identify needs for policy and process adjustments (see also section III-J). The Assessment Committee of the Articulation and Transfer Advisory Council will establish and manage short and long term plans to monitor transfer system effectiveness. Part of the plans will include an ongoing program to assess the structure, process and effectiveness of institutional student appeals policies.
In support of improved articulation and transfer processes, the Ohio Board of Regents will establish a transfer clearinghouse to receive, annotate, and convey transcripts among state-assisted colleges and universities. This system is designed to provide standardized information and help universities and community and technical colleges reduce undesirable variability in the transfer credit evaluation process.
