Research Support Programs

Recognizing the importance of investments in university research to the state, the Ohio General Assembly has initiated three major research support programs. Since the vast majority of funding for research is provided by the federal government and by industry, the state has adopted the strategy of utilizing its research grant programs as vehicles for leveraging federal funds, identifying and building areas of unique strength with the potential for national competitiveness, and stimulating partnerships among Ohio universities and industries.

Together, these four research support programs provide a synergistic approach to the enhancement of university research in the state of Ohio:

  • Eminent Scholars Program -- A program to enhance the national eminence of selected outstanding academic programs at Ohio universities.
  • Action Fund -- Provides matching capital funds for external research opportunities.
  • Hayes Investment Fund -- Currently inactive, the Hayes Investment Fund offered collaborative opportunities to university researchers by providing grant support for capital equipment and/or facilities to inter-institutional research consortia.
  • Research Incentive -- A challenge program that provides research support through lump sum allocations made to universities on the basis of past achievements in attracting external research support.

The three research programs are administered by the Board of Regents in close consultation with the Research Officers' Council of Ohio. A research officer is a designated institutional liaison (usually the Vice President for Research) for a given institution. The Council currently includes representatives of Ohio's 13 public universities, two freestanding (public) colleges of medicine, and two private research universities, Case Western Reserve University and University of Dayton. All requests for research funds must be made through the designated research officer of a given institution.
