PurposeThis process is to be executed yearly in order to determine those baccalaureate recipients from a university's main campus that were deemed Ohio Instructional Grant (OIG) eligible in any of the previous 10 years. MethodologyTo determine which students should be counted in the At Risk portion, the following tests must be satisfied. Test 1Students must have received a baccalaureate degree or Level 05 degree. Test 2Degree must have been earned on the main campus of a university. Some universities award baccalaureate degrees that were earned at branch campuses. Such institutions were asked to identify which, if any, of their students earned their degree at a branch campus. Any student identified as having earned his/her degree at a branch campus was excluded from further consideration in Success Challenge. Test 3Student must have been deemed eligible at some point in the previous 10 years for OIG funding. The list of OIG eligible students is provided by State Grants and Scholarships. Test 4The student must be an Ohio resident. To determine Ohio Residency, first check the Student
Entrance (SN) file for the most recent term the student enrolled prior or equal to the
term in which the degree Test 5Only one degree per person, per institution, per year is counted. Allocation StrategyThe number of baccalaureate degrees awarded to At Risk students satisfying the above tests are summed for each institution and serve as the basis for the allocation. The allocation of the state's budget for the At Risk portion of Success Challenge is based on the statewide percentage of At Risk students that graduated from a university main campus from a particular institution.
