SCH excluded from subsidy: These credit hours have no impact on the subsidy for a campus. They are calculated for each campus and are excluded from the subsequent processes and calculations. Excluded SCH include such enrollments as: audits, cross registration at the host institution (these enrollments are subsidized at the home institution), enrollments in courses marked ineligible for subsidy, combinations of student rank and course level that are ineligible for subsidy (e.g., a freshman student in a professional course), off-campus courses offered at a level that makes them ineligible for subsidy (e.g., a general studies course offered off-campus of a university main campus), and medical enrollments that have exceeded their terms of subsidy.
Eligible Student FTE: These credit hours are calculated by campus and subsidy model.
Ineligible Student FTE: These credit hours are calculated by campus and subsidy model. Students are coded as ineligible for subsidy for such reasons as non-payment of fees, non-Ohio residency, graduate students with excess credit hours, and Selective Service non-compliance.
Step 1 Gather all course enrollments,
cross registrations, and medical enrollments into a single table and join in
related attributes.
Step 2 Exclude course enrollments that
have no impact on subsidy.
Step 3 Adjust the subsidy level of course
enrollments that may have been classified for subsidy inappropriately.

Step 11 Apply the Baccalaureate Limit rule. For
FY 1998 the fall Baccalaureate Limit excesses are repeated for winter and spring
terms and entered into the system via Journal Entry records in Step 15. For
FY 1999, the calculations described below will be performed for autumn term
data and any resulting adjustments will be copied into spring term and winter
term for institutions on a quarter calendar.

the Subsidy FTE for all terms of the fiscal year calculated so far.
Add to these all enrollments in the Cross Registration (XR) file. Join with the Institution Campus table based on the Integrated Post secondary Education Data System (IPEDS) Institution Code to pick up the Regents Institution Code of the host institution for Ohio public institutions. Join cross registrations at Ohio public institutions with the Course Inventory (CI) file of the host institution, and Student Enrollment (SN) file of the main campus of the home institution, if one exists, or any other campus if there is none for the main campus. Because the term calendars at the home and host may differ and semester institutions have no winter term, for the CI, match winter term at a home institution on a quarter calendar with the previous fall term of a host institution on a semester calendar. Because the XR does not report course section, explicit data about which course section is involved in cross registration is absent, HEI will assume it is not off-campus and not a Resident Credit Center (RCC) course. The credit hours in an XR enrollment are interpreted according to the calendar of the home institution. Combine the Cross Registration enrollments with those from the Course Enrollment table. Enrollments generated from above are labeled XR in the Source for the display of Step 1 data.
Add to these the professional medical enrollments from the Student Enrollment (SN) file. Each medical student enrollment record will be treated as 15 SCH (one FTE on a three term per year basis) per term for subsidy purposes; enrollments in programs training students for the MD or DO will be attributed to the Med 2 model, while Veterinary Medicine, Dentistry, Optometry, and Professional Psychology enrollments will be attributed to Med 1. Also, from the Student Enrollment table to pick up Rank, Major Field of Study (Subject), and Student Subsidy Eligibility. Major Fields of Study that relate to professional medicine are found in the Medical Funding Units verification table. Enrollments generated from above are labeled ME in the Source for the display of Step 1 data.
Reason 1: Certain student rank and course level combinations, when compared against the Course Level by Student Rank verification table (as in Step 2), will match with a row that identifies a Subsidy Course Level different from the assigned Course Level. In this case, the Subsidy Course Level replaces the assigned Course Level. Example: A master's student enrolled in a doctoral level course would be considered a master's student for subsidy purposes.
Reason 2: Certain campus and course level combinations for off-campus course sections, when compared against the Off-campus Course Level verification table (as in Step 2), will match with a row that identifies a Subsidy Course Level different from the assigned Course Level. In this case, the Subsidy Course Level would replace the assigned Course Level. Example: A baccalaureate level course offered off-campus from a community college would be considered General Studies for subsidy purposes.
Reason 3: OSCF campus offers some B level courses, but they are subsidized at the G level.
Note that these reasons for adjusting subsidy course level are not mutually exclusive. A given course enrollment might qualify to have its level adjusted for more than one reason. In order to balance with the total number of SCH on the database, we will count each adjusted enrollment as being adjusted for only one reason. The order of processing described in this document outlines the order of execution.
Note also that Foreign Exchange, Medical, and previously excluded enrollments are not subject to this adjustment of course level.
Foreign exchange is an exception. If the IPEDS Institution Code from the Cross Registration record is FXCHNG, then automatically map to Bac 2 as the subsidy model.
Another exception occurs when the subject level combination is not included in the Subject Level to Subsidy Model mapping file. This can happen due to the change of level that can be imposed by Step 3. In this case, map the subject combined with the original level, which is in the mapping file, select the model number from this mapping, and affix it to the model level that it is being changed to. For example, if the subject and original level map to Bac 2, and the subject and adjusted level are not in the mapping file, and the adjusted level is G, then map to GS 2.
Course enrollments will be compared with the Course Subsidy Exceptions table based on the Institution Code and Course Identifier from the Course Inventory (CI) file as well as year and term. If there is a match, the Subsidy Model from this table replaces the one from the basic mapping in Step 4.
Currently, there are no examples of courses in this category.
The SCH for the ineligible students should be separated from the SCH for eligible students.
Step 7.1: Exempted enrollments for Doctoral Caps.
This step will not be implemented.
Step 7.2: Enrollment in Resident Credit Center (RCC) course sections.
Other special totals are kept for each campus's SCH in RCC course sections,
which will later be used in the calculation of the baccalaureate limit.
The only campuses affected are the branches of universities. Summarize
all course sections at the baccalaureate course level which have been declared
as RCC in the Course Section table and have less than 60 percent of the
enrollment SCH by students with Freshman (FR), Sophomore (SO), or Not Otherwise
Classified Undergraduate (NU) Rank. This check will be completed by the
input edit process, but it is only a warning. These totals should exclude
course sections offered in summer term. Keep the totals for all undergraduate
enrollments and for each baccalaureate model and eligible/ineligible model
for each campus.
Step 7.3: Law enrollments for Law Caps.
Special totals are kept for law caps; summarize SCH by institution
for subject code 220101, level P.
Each spring term, in the process of determining subsidy FTE, HEI will compare the number of annualized subsidy eligible FTE in the Law field (subject code 220101) at the professional level (P) for the summer and fall terms combined (annualized FTE = fall SCH/15 + summer SCH/30) against these fixed caps. Any amount in excess of the cap for that institution will be subtracted from the eligible SCH for the subsidy model that Law is in (M&P 1) and added to the ineligible SCH for this model. In FY 1998, the law enrollments for summer and fall term 1997 are included in the data file from UIS in the source labeled U LA.
These deductions from eligible M&P 1 and additions to ineligible M&P 1 are added to the summary data from Step 8 with the source Law C.
Below is a more detailed description of the Baccalaureate Limit calculations. To aid in understanding the calculations, an example of this calculation is given in Baccalaureate Limit Calculation.
Less than 60 percent of the SCH must be due to SCH of students ranked Freshman (FR), Sophomore (SO), or Not Otherwise Classified Undergraduate (NU). (This check will be executed during the data submission process and prior to loading the data to the database.)
Note: RCC course sections are restricted to branches of universities. The SCH in these courses were summarized to the campus level in Step 7 prior to the data being summarized to the campus level.
Non technical SCH are defined as the sum of all SCH in all course sections minus 1.8 times the sum of all SCH in all course sections where Level equals T.
To calculate the Baccalaureate Limit, multiply the Non technical SCH by .2 (with agreement of the Subsidy Consultation this changes to .3 as of AU 2000).
If the Limit has been exceeded, the excess should be moved proportionally from the baccalaureate subsidy models to the GS 2 subsidy model. The excess is prorated first between the baccalaureate models and then between eligible and ineligible credits. Prorating between individual baccalaureate models is based on the SCH in these models individually compared to the total in all of the baccalaureate models in the total of eligible and ineligible categories. Prorating between eligible and ineligible is based on the ratio of SCH in these categories for each individual model to the total of eligible plus ineligible in each individual model.
These deductions from Bac models and additions to GS 2 models are added to the summary data from Step 8 with the source Bac L.
Additionally, the enrollments for all campuses of SSCC (Southern State Community College) should be added together for these calculations and SSCC should be considered as one campus in the final groupings of SCH by subsidy model.
For FY 1999, the calculations described below will be performed for autumn term data and any resulting adjustments will be copied into spring term and winter term for institutions on a quarter calendar.
NOTE: Adjustments made in Steps 12, 13, and 14 will be part of the SP term Subsidy FTE calculations.
Each medical institution has been assigned a base enrollment FTE. The base enrollments, which are also used for medical buffering, are held in the Medical Base Enrollment table. If the institution’s FTE for all subsidy eligible Med 2 enrollments (including students coded as medical repeaters) for the fiscal year is greater than the institution’s base FTE, then the subsidy eligible FTE will be the smaller of the following:
Each medical institution has been assigned a base enrollment FTE. If the institution's eligible Med 2 enrollments, for the fiscal year, are less than this base amount, then the eligible Med 2 enrollments are increased to an amount equal to 65 percent of the base enrollments plus 35 percent of the current year enrollments. The base enrollments are held in a table called the Medical Base Enrollment table.
Step 15: Enter Journal Entry transactions.
Journal Entry transactions serve the purpose of entering management decisions into the process to override or augment the automated process. The Journal Entry provides a facility for entering a transaction and retaining the transactions in a database table.
Each Journal Entry transaction consists of a year, term, campus identification, number of SCH (positive or negative), subsidy model, an eligible or ineligible switch, and reason for the transaction.
The subsidy FTE process simply sums the SCH for the year and term by subsidy model, campus, and eligible/ineligible and adds these to the other SCH in the process. Then, the entered transactions are kept in a table called the Subsidy Journal Entry table for historic reference.
This step is executed every term for the Journal Entry transactions for that term.
Step 16: Convert the SCH to FTE.
This processing has been combined with Step 18.
Step 17: Submit to institutions for further review.
This step could result in more Journal Entry transactions and a repeat of the conversion to FTE.
Step 18: Add UIS Enrollments for Summer and Fall 1998
Summarize the SCH for all terms in the fiscal year that have been calculated to date by Campus, Model, and Eligible/Ineligible. Also convert SCH to FTE.
Generally, SCH can be converted to FTE on a term by term basis by dividing by 45 for campuses on a quarter calendar, and by 30 for campuses on a semester calendar. The Academic Calendar table shows the calendar for each institution, each term, as well as the calendar type, semester, or quarter. Note the following exceptions:

Output
Show all attributes of each detail row selected, no sorting or summarization. The idea is that the requester will download the output to a desk top tool for further analysis.
Description of the Output Attributes
1. From the Course Enrollment (CN) file: Institution, Campus, Year,
Term, Course ID, Section, SSN, FTE (not SCH) to six decimal places, attempt
for academic credit.
2. From the Course Inventory (CI) file: Subject, Level, Subsidy Eligibility.
3. From the Student Enrollment (SN) file: Rank, Student Eligibility,
Major Field of Study.
4. From the Course Section Schedule (CS) file: Location (on or off),
RCC (no, yes, or define signifying that the section is RCC and meets the
60 percent rule)
5. Type or Source of Data: (CN or XR)
6. For XR: Host IPEDS Code and Host Institution (for Ohio Public Institutions)
7. Exclude Type: Signifies whether the enrollment is included or excluded
and if excluded for what reason.
8. Level Adjustment Type: Signifies whether the level has been adjusted
and if so for what reason.
9. Adjusted Level: The Level after any adjustment.
10. Subsidy Model 4a: The model related to the Subject Code and Adjusted
Level.
11. Subsidy Model 4b: The model derived when the Subject Code and Adjusted
Level are an invalid combination.
12. Subsidy Model 5a: The model reflecting a course exception to the
subject, level to model mapping.
