Funding for HEI Development

In recent State budgets, the General Assembly has included appropriations to build a new statewide higher education information system. A portion of that funding is earmarked for state-supported colleges and universities to help defray the cost of participating in HEI development and implementation. 

In Fiscal Year 1996, the Ohio Board of Regents distributed $1,049,998 among 38 main campuses and 24 branch campuses, and in Fiscal Years 1997 and 1998 the totals were $670,228 and $744, 090, respectively. Language in the budget bill had promised a distribution of at least $600,000 to campuses each year. The Regents distributed additional funding because state level expenditures for the project were below authorized levels. 

In Fiscal Year 1998, the Regents requested $3,800,000, and the General Assembly appropriated $2,000,000, the same total amounts appropriated for 1996 and 1997. Of that $2,000,000, $599,988 was distributed among campuses. (The formula used to distribute these moneys among campuses was recommended by college and university representatives to the 1994 budget consultation.) For Fiscal Year 1999, the Regents requested $4,000,000, but  received $2,000,000. 

Some examples of campus expenses to which these subsidies may be applied are staff travel to information system consultations, the acquisition of computer hardware and software, local area network upgrades, and software training.
