Re: Fall 2000 Preliminary Headcount Data
For many years at this time, we have collected fall term Preliminary Headcount data from each state-assisted college and university in Ohio. This information is reported to the members of the Ohio Board of Regents in October, and generally the data are widely reported by the media.
Beginning with the 2000-2001 academic year, we will collect these data in HEI through the Preliminary Headcount (PH) file. A detailed description of the PH file including submission guidelines and deadlines can be viewed at: http://regents.ohio.gov/hei/datasubdoc/enrollment/production/phfile.html
To facilitate the reporting of these data in HEI, we have created a data entry screen that will allow authorized PH data reporters to key enter data and create a file that can then be directly submitted to HEI. In addition, the preliminary headcount data that was submitted for your institution last year will appear on the Data Entry screen.

As an alternative to the HEI data entry screen, PH data reporters can
create ASCII text files on their own systems and submit the PH data through
the HEI Data Input Site. Please note, however, that you will not be able
to access your preliminary headcount data from last year if you choose
this method of data submission. A complete file layout for the PH file
is available in PH file submissions document referenced above.
In order to submit PH files in HEI, you must have an HEI account and password. Please contact your campus HEI liaison to receive HEI account authorization. If you do not know who your liaison is, please refer to: http://hei.regents.state.oh.us/cgi-pub/hotlink?$people_page?@PAGE=%22liaison%22

Subject: Preliminary Headcount for Fall 1999

For many years at this time, we have collected fall term Preliminary Headcount data from each state-assisted college and university in Ohio. This information is reported to the members of the Ohio Board of Regents in October, and generally the data are widely reported by the media.
Following this long practice, I am writing to request that you send your 1999 fall term Preliminary Headcount data within 3 days after your 15th calendar day of fall classes to Mary Martin at mmartin@regents.state.oh.us. As you prepare your data, please use the following four guidelines in order to maintain consistency with past reporting:
1) The headcount data are to reflect students enrolled in degree-credit courses of instruction only;
2) The headcount data are to be unduplicated;
3) The headcount data are to reflect all enrollments as of the end of business on the 15th calendar day of fall classes;
4) The headcount data are to be reported by campus.
In reporting your data for fall 1999, please indicate if the data may be considered final. Further, any additional information that may be of value for the proper interpretation of your data is welcome. If possible, it would be especially helpful for us to have an explanation of significant enrollment changes (say, +/- 5%) to help us explain the data to the Board and the media.

These figures are collected annually by the Board of Regents and presented at the October Board meeting. The Autumn 2001 data indicate that there were 432,816 enrollments in Ohio's public four-year and two-year campuses, an increase of 3.4% over Autumn 2000. Please be aware that these figures represent unduplicated headcounts on a campus by campus basis.
