After consultation with the HEI Advisory Committee, we are introducing a new file submission for High School of Graduation (HG) file. This information will be used in conjunction with HEI enrollment data your campus already reports in the Student Entrance (SE) file, Student Enrollment (SN) file, Course Enrollment (CN) file, and in the Course Inventory (CI) file to produce the legislatively mandated "Annual Freshman Remediation Report" in HEI.  As a result you will no longer need to submit the Freshmen Remedial Enrollment (FE) File. Last fall we created the temporary FE file to collect aggregate information on freshman enrolled in remedial course work in order to produce this report in HEI.  You can review the revised data submissions document at http://regents.ohio.gov/hei/datasubdoc/enrollment/production/hgfile.html. Please note that this file is annual submission due in October. Data reported in this file are from the previous academic year. This year we will need to produce both the 1999-2000 and 2000-2001 "Annual Freshman Remediation Report" in HEI. Hence, in October 2001, campuses will need to report data in a single HG file submission that covers academic years 1999-2000 and 2000-2001.

Earlier this year we announced plans to collect the High School of Graduation (HG) file that will be used to identify the high school of graduation of the first-year class at your campus(es). Among other uses these data will be combined with Course Enrollment (CN)data in order to generate the Annual Remediation Report required by state statute. We had originally planned on collecting these data in October, however we will postpone the collection of the HG until November. Collection of the High School of Graduation (HG) file will start on November 1 and end on December 15. Please remember that the initial submission of the HG file should contain first-year students from the 1999-00 fiscal year, as well as the 2000-01 fiscal year.

SUBJECT: HG File Submission

It has come to our attention that the High School of Graduation (HG) file collection is not complete for fiscal year 2002. An assessment of the HG cohort shows that many institutions have reported a partial number of these students. Here is link to an Excel spreadsheet with the current percentage of high school graduates that meet the qualifications for being reported in the HG that have been reported for your campuses. Please note that the data from this file are used for the Freshman Remediation Report and the Annual Governor's Performance Report.

In order to identify this population of students and to learn more about this file submission, please refer to the data submission document for the HG file available at http://regents.ohio.gov/hei/datasubdoc/enrollment/production/hgfile.html.

The students reported in the HG file for fiscal year 2002 should meet the following criteria:

Admission area of “UND” for undergraduate as reported in the Student Entrance (SE) file; and First Time Enrollment in College Switch of “Y” for Yes as reported in the Student Entrance (SE) file ; and Year and Term of First Enrollment being within the previous fiscal year as reported in the Student Entrance (SE) file or in the Revised First Enrollment (RF) file; and Rank of “FR” or “NU” for Freshman and not otherwise classified undergraduate respectively as reported in the Student Enrollment (SN) file.

An extension window for the Annual 2002 HG file submission will need to be opened by an institution’s data reporter in order to
submit further HG file submissions.

Re: Modifications to the HG Edits and the Submission of 2004 Data

Several institutions were not able to submit students within the High School of Graduation (HG) file submission due to Error 900 that would not allow the students who were less than 8 or greater than 22 years of age.  This error has now been made a warning (C34 - http://regents.ohio.gov/hei/enrollment/hgedit.html ).  If you need to submit additional students in the HG file that were previously excluded by edit 900, please open a submission window at https://hei.regents.state.oh.us/cgi/req_ext.pl for the 2004 Annual reporting window.  Data collected in the HG will be used in the Freshman Remediation report to be processed December 31 st ( http://regents.ohio.gov/hei/calendar.html ).
