The time to submit your annual IPEDS Completion File is approaching. For those of you responsible for submitting this file to NCES, I invite you to create the IPEDS Completion File by using the new HEI feature under "Download Your Institution's Data" on the HEI homepage. This feature allows DC data reporters to create the IPEDS Completion File based on the data submitted to HEI in the DC file. You need only select the "DI" abbreviation under the File ID. When uploading the information to NCES, be sure to check "Key Value Pair" in the "File Type" selection.
Please circulate this information to the person at your campus who completes the IPEDS Completions Survey.

Folks,
You may know that we periodically check our data and our existing queries for anomalies. Recently, we discovered a bug in the Degree Certificate Earned (DC) query. The bug happened with a change we made on July 7, 1999 and was corrected by November 2, 1999. It affected only DC queries that had both of these two characteristics:
1. Parameters from both the DC and Student Entrance (SE) were
specified,
2. Degree levels 06, 07, 08, or 09 were selected.
You man also know that we automatically record a log of all queries, to assist query users to interpret their results and also as part of routine security. The log is made available automatically to users via a feature called run previously executed query (but only to users from their own institution).
We've reviewed the log of queries and found that there were two queries executed that match this profile, one on August 16 and one on July 15. I've listed the parameters of these two queries below.
When I ran a query with these characteristics, it returned unreasonably large numbers and I could tell easily that something was wrong. The bug has been fixed and now returns the correct data.
We are letting all query users know about this fixed bug to encourage you to contact us when the results of a query appear to be unreasonable or counter-intuitive or when we may offer any technical assistance with regard to the HEI data system.

Subject: Reporting PharmD Graduates in Degree/Certificate (DC) File

It was recently brought to our attention that graduates of the PharmD program are reported in the IPEDS Completion Survey as earning a First Professional degree. Until recently, the DC file only allowed these students to be reported as earning a master's or doctoral degree because their admission area was that of a graduate student (GRD). We have adjusted the edits in the DC file so that these students may be reported as earning a first professional degree. These changes may be made retroactive, if you so choose, so that you may adjust DC data submitted in 1998, 1999 and 2000.
This change to the DC may prompt further changes in reporting the rank of these students in the Student Enrollment (SN) file and course level in the Course Inventory (CI) file. Currently these students are reported as master's and doctoral ranks, as are their course levels. Changing the rank of these students and the level of these courses to professional would have implications on subsidy earnings that we would like to discuss with the Instructional Subsidy Consultation. For now, please continue to report these students and their courses in the SN and CI as you have.

A few months ago representatives from community and technical colleges asked for Regents assistance to determine the appropriatesubject code for short-term certificate programs offered atSeptember 29, 2005file this fall. Attached is a document with our recommendations that are based upon a comparison between this information and the Classification of Instructional Programs (CIP) manual prepared by the National Center for Education Statistics (NCES.) There was great deal of agreement between the course titles in the information supplied by the Two-Year Chief Instructional Officer's (CIO) and the CIP codes supplied by NCES. In some cases matches were suggested based on contextual information within the description of the CIP code or from the information supplied by the CIO's. In other cases there was simply not enough information to make a ecommendation about what programs map to what CIP codes. In those cases we are seeking more information from CIO's about these programs. Please review the information in the attached Word document. Note this version is a draft version of the revised CIP manual for 2000 which will be effective for the 2002-03 IPEDS surveys. Using subject codes, we were only able to determine the discipline of study, however we were unable to determine whether a student graduated from a program that sought the associate degree vs. the baccalaureate degree. To: DC Data Reporters and HEI Liaisons Date: July 28, 2003 Re: Addition of Academic Program Code to the DC File Submission Greetings from the Ohio Board of Regents! As you may recall, a memo was sent on February 3, 2003, alerting you to the addition of the Academic Program Code field in the Degree Certificate file (http://regents.ohio.gov/hei/datasubdoc/memos/dcmemos.html#feb303). We are fast approaching the August 15 opening of the submission window for the DC file, and wanted to remind you of this change. In addition, data reporters have recently asked about how to report the academic program in the DC for students who earn the Transfer Module. Most institutions do not submit this as an academic program in their AP file. Therefore, we have created an exception in the edits for the DC file that allows you to enter “TRAMOD” as the Academic Program Code for a transfer module. You would enter “TRAMOD” again in the Field of Study field. Specifications that highlight these changes to the DC file can be found at http://regents.ohio.gov/hei/datasubdoc/enrollment/production/dcfile.html. Please also note that NCES has recently announced that it will be asking institutions to report the IPEDS Completions survey for the 2003 collection (2002-2003 Completions data) entirely from the 1990 CIP taxonomy or the 2000 CIP taxonomy (http://nces.ed.gov/ipeds/web2000/ThisWeekIPEDS.asp). At this time, we are requesting that institutions continue to only use the Field of Study codes that appear in the 1990 Classification of Instructional Programs (CIP) taxonomy for the DC reporting in August. The Degree/Certificate Earned (DC) file is intended to be compatible with the annual IPEDS Completion Survey. The window for DC reporting for academic year 2004 opens on August 14, 2004 and concludes September 30, 2004. Data reporters should bear in mind that if they intend to use the IPEDS Completions (DI) download within the Download Your Institution's HEI Data site that they should use Classification of Instructional Program (CIP) Codes from solely the 1990 taxonomy or the 2000 taxonomy. IPEDS will not accept a mix of the 1990 and 2000 CIP Editions in your Completions Survey submission. Per the Completions Key Value pair specifications found at http://nces.ed.gov/ipeds/web2000/FallDataItems.asp, the field entitled “SURVSECT” indicates whether an institution is using CIP 1990 (SURVSECT=CO1) or CIP 2000 (SURVSECT=C02). By default, HEI will program the DI download site to return “CO1” regardless of whether you submit 1990 or 2000 CIP codes. If you use 2000 CIP Codes, you will need to perform a “Search” and “Replace” to change the default code to “C02”. The Classification of Instructional Program ( CIP ) Codes located at: http://regents.ohio.gov/hei/datasubdoc/enrollment/production/prop_short_term_cert.html are no longer restricted to Short Term Certificate use only (http://regents.ohio.gov/hei/datasubdoc/memos/dcmemos.html#short ) . These codes are a part of the CIP 2000 code taxonomy and will be available for all degree levels in degrees Degree/Certificate (DC) reporting . This modification will eliminate edit AG 437 at http://regents.ohio.gov/hei/enrollment/dcedit.html . If you have experienced difficulty in submitting your DC file due to this edit, you should resubmit your file at this time .
