Re: Refinement of Reporting
Transfer Data
As you know, only a handful of institutions were able to test files in preparation for the financial area. Consequently, we are discovering from the first few submissions inconsistencies in file specifications between campus reporting practices and HEI requirements which might have been caught earlier. In response to the first few file submissions we've made some changes to better align the reporting of transfer data in the Changes in Current Funds (CF) file submission and the Changes in Funds Balances (CB) file submission with the audited financial reports.
In the Changes in Funds Balances (CB) file, the Ending Fund Balance field should be calculated by summing the Restated Fund Balance, with Total Revenue and Net Non-mandatory Transfers, and subtracting from that sum Total Expenditures and Net Mandatory Transfers.
In the Changes in Current Funds (CF) the Total Transfers field should be calculated by summing together Mandatory Transfers and by summing together Non-Mandatory Transfers. The sum of the Total Mandatory Transfers should then be subtracted from the sum of the Total Non-Mandatory Transfers. The result is the "Total Transfers" field.
In addition, we have opted to relax those edit errors in each of the files that may be problematic and instead issue warnings when those conditions are violated. Consequently, data reporters are strongly encouraged to review the contents of the summary edit on the AD cross edit before clicking the "Request Load" button to ensure that the data presented agree with your audited financial statements.
We have updated the data submission documents and the edit programs
for the CB and CF to reflect these changes. We apologize for this inconvenience
and hope this reporting structure will allow for an efficient reporting
