Description of Changes

April 21, 2003

Several updates made on March 17, 2003 were removed from the IC Data Submission Document.  These changes pertained to the inclusion of public and private financial aid data reporters among those who could submit IC files and the existence of e-mail notification when student identifiers were changes.  Please note that these changes are no longer in effect.

Changes that will remain in effect are as follows:

• Links were added pointing to the HEI People page which will allow reporters from private institutions  to identify their HEI  Liaison or Financial Aid Liaison. 

• The first three digits of a federally assigned social security number have a ceiling of 775.  The Social Security Administration currently restricts its issuance of social security numbers within this ceiling.

• The "Capture Date" section of the IC File Data Submission Document has been removed.  The IC file is now an annual submission with a window that is open year round.  The Header record of submitted IC files should now contain "NA" as the term of submission.

Pending further review, only enrollment data area reporters will be able to submit IC file changes, with the exception of those who submit the Independent, Proprietary, and Non-Ohio Colleges and Universities Degree/Certificate Earned (PD) file and the Independent, Proprietary, and Non-Ohio Colleges and Universities Student Entrance (PE) file.  With proper authorization, PE and PD data reporters will still be able to submit IC file submissions.

Items in red have been removed from the March 17, 2003 changes.

Financial Aid reporters at public institutions must coordinate identifier changes with their HEI Liaison.  Private institutions reporting the Student Entrance (PE) file and the Student Degree/Certificate (PD) file may delegate permissions to the IC file via their HEI Financial Aid Liaison.

Upon the submission of a changed student identifier, an automatic e-mail will be sent to all parties at an institution who submit records with student identifiers.
