Announcing the Demonstration Year for CT2!
Ohio’s statewide course/program equivalency process for Career-Technical Credit Transfer (CT2) begins in March 2008! In the next few months, over 500 technical course/program submissions are anticipated for equivalency review. Much has occurred to support the House Bill 66 mandated transfer of equivalent technical content from public adult and secondary career-technical education to state-supported institutions of higher education:
- learning outcomes for five technical areas were developed and disseminated, and subsequently supported by statewide agreement;
- electronic course submission and review process was beta tested;
- regional validation centers are being formed;
- new electronic course equivalency management system is being finalized;
- contacts/coordinators for CT2 are being named by higher education and career-technical institutions
- training plan for matching, submitting, and reviewing will be implemented; and
- faculty review panels are being nominated.

Five Step Process
A five step process has been used for CT2 development and implementation:

Technical Areas
Based on recognized industry standards, learning outcomes for the following five technical areas were identified by 73 higher education and career-technical faculty panel members.
- Nursing
- Electrical and Mechanical Engineering Technology
- Information Technology-Networking
- Medical Assisting
- Automotive Technology
Twenty-nine (29) institutions beta tested the system of equivalency by matching content from career technical institutions and higher education courses/programs to the CT2 learning outcomes. Refer to the CT2 Web site www.regents.ohio.gov/careertechtransfer for information on the technical areas.
TAGS and CTAGS
The 38 Transfer Assurance Guides (TAG) include the Ohio Transfer Module, required and elective courses, and additional hours in higher education pre-major and major courses. TAG courses are guaranteed to transfer and apply directly to the major. The TAGs become a guaranteed pathway for students and are powerful advising tool for faculty and other advisors.
CTAG stands for Career-Technical Assurance Guide. It parallels the TAG used to facilitate transfer between two- and four-year colleges and universities. CTAGs serve as advising tools and identify the content, credit, and other conditions or obligations that are part of the statewide guarantee offered by the CT2 initiative for technical courses/programs taught in career-technical or higher education institutions.
Regional Validation Centers
The implementation of CT2 includes naming Regional Validation Centers to facilitate all elements (orientation, training, and review) associated with the process of determining equivalent courses/programs. By communicating with involved constituencies, the centers will introduce to Ohio the new Course Equivalency Management System (CEMS) for CT² and TAG.
Regional support of Ohio’s web-based interactive course/program submission process is key to expanding the number of higher education and career technical programs/courses approved for statewide guaranteed credit transfer. The review of the submitted courses/programs will be conducted by a review team made up of career-technical and higher education faculty from throughout the state.
Course Equivalency Management System (CEMS)
The CEMS will support course/program submission, review, and posting of equivalent courses/programs. Equivalent content is associated with higher education credit courses. When the secondary or adult career-technical student enrolls in the higher education institution, the equivalent technical content is transcripted as credit.
The Bulletin Board component of CEMS is a resource to help students, faculty, registrars, counselors, administrators, and others with understanding equivalent courses/programs. Currently, only higher education approved courses at Ohio public institutions of higher education are posted at www.regents.ohio.gov/transfer. You are invited to search for lists of more than 4,200 approved courses within higher education majors that are guaranteed to transfer from one university to another. This summer, the CT2 courses will also be available for search.
CT2 Local Contacts and TAG/CTAG Coordinators
Career-technical administrators are naming CT2 contacts and higher education administrators are expanding the role of TAG coordinators to include CT2. The identified contacts/coordinators (due February 22) will:
- Serve as the primary liaison between their institution and the Ohio Board of Regents (OBR) for all CT2 matters
- Participate in state or regional orientation/training/update sessions (beginning March 2008)
- Develop an internal plan to submit courses/programs and track process
- Acquaint and assist staff and faculty with courses/programs electronic submission requirements
- Disseminate relevant correspondence, surveys, and reports from OBR
- Respond to data clarification inquiries from OBR
Course/Program Submission Requirements
A succinct syllabus or outline that describes the main points of a program or course will facilitate the CT2 course/program submission and review process. Anticipate guidance on syllabi components.
Faculty Review Panels
To review courses and programs for equivalency, higher education and adult/secondary career-technical faculty nominations (due February 29) are being requested for CT2 faculty review panels in the five technical areas. Faculty reviewers must have expertise in the specific CT2 technical area and be comfortable with reviewing electronic course submissions. Faculty review panels should have some representation from the faculty learning outcome writing panels and beta site faculty review panels.
